When canceling a active connected download from queue list, active downloads don't flush the download hidden process for any unfinished parts. The unfinished part is then added to the next file downloaded (as listed in the Queue) to the Finder files.
But when the download is paused and allowed to completely stop, save and/or disconnect from the active download process first AND THEN cancelled from the queue, the downloads and files act as expected.
Hope this is helpful.
