That is a nasty thing to build and I am afraid it won't be very popular.
Perhaps a nice feature for a distant future release, but for now you should do it with the Bandwidth Limiter.

Can you try the following:

In Usenetic, disconnect from all server ports by pressing the green icon at the right top:

When the green icon started flashing red, try to refresh the newsgroup listing again.
I think that will work.
